1. develops a draft government policy for the development of information society and coordinates other ministries and departments when implementing information society;
2. develops and ensures the implementation of strategies and programs in the field of information technology;
3. assists the Minister in the coordination of the state policy with the policy of the European Union in the field of information society, including its representatives participate in committees, subcommittees, working parties and other workshops of the EU institutions concerning the implementation of the policy and the participation in the EU programs in the field of information society and information technology;
4. participates in working parties, councils and meetings on the information society, including the Coordination Council for the National Development Plan and the National Strategic Reference Framework 2007-2013 and in the working parties of operational programs to the National Development Plan;
5. participates in the development of the legal acts in the field of ​​information society and information technology;
6. develops, updates and monitors a system of indicators for the development of the information society based on statistical studies in coordination with the National Statistics Institute and in partnership with other recognized data sources of information society in the country;
7. develops, coordinates and monitors the implementation of programs and projects for the development of the information society and information technology financed by the Ministry, by international financial institutions, by pre-accession and structural funds of the EU and others;
8. assists the Minister in policy development for favourable Internet environment for businesses and citizens, as well as it coordinates the Legal Basis, defines the critical infrastructure, organizes information campaigns, supports the initiation of new Internet technologies and protocols, represents the country in relevant international organizations;
9. develops and keeps in touch with the Bulgarian IT business for consulting in determining the state policy in the field of information society, assisting it with information, promoting on international level and building public-private partnerships;
10. provides adequate information environment in explaining EU policy in the field of information society as well as information campaigns for initiatives and programs in this field;
11. defines and assists the Minister in carrying out the policy of cyber security which corresponds to the European and internationally recognized standards in this sphere as well as the importance of the information environment that must be protected;
12. participates in coordinating the implementation of the commitments of the Republic of Bulgaria in the intergovernmental activity of the Council of Europe in the field of media and communications;
13. develops a methodology for project management in the field of information technology, communications and e-governance jointly with the Communications Directorate and the eGovernment Directorate.
