“Port Authorities” experts will present the National Program for Ports Development to the journalists in the Ministry of Transport. The event will take place tomorrow May 12, 2006, at 12.30 in the sitting hall of the ministry. The national program for development of the Bulgarian ports is being worked out in pursuance of article103a, paragraph2 of “Sea Spaces, Domestic Water Ways and Ports Low” of the Republic of Bulgaria. The reform in the Bulgarian ports began in the year 2000, with the adoption of the Low (see above). From this moment there were conditions for transition to the most common practice in the world “Land Lord System”, where the state possesses the port infrastructure and gives it to the private business for accomplishing of port services, according to the valid legislation. The main parts of the program include: analysis of the sector, goals and priorities for the development of the ports, basic measures and indicators for fulfillment of the priorities, the institutional frame and projects, which will be developed with antecedence. The national program presents the main parameters of the national port system, description of the structure and the condition of the Bulgarian ports; makes an analysis of the advantages, as well the demerits of the national port system, the possibilities and the threats (SWAT – analysis), contains a prognosis for a development of the freight streams.
