The Workgroup Appointed by the Premier Accepted a Bundle of Measures

The Deputy-Minister of Transport, Information Technology and Communications Parvan Rusinov was host of the fourth session of the interdepartmental workgroup Appointed by the Premier Boyko Borisov to offer measures for additional control upon the influence of the emissions from the base stations of the mobile operators.

The workgroup offers in its final report a package of measures. According to the experts a regular measurement of the electromagnetic emission from the base stations should be started at predetermined points in the settlements near kindergartens and schools. The measurement data will be accessible for all citizens from February 2010 and the Technics should be provided by the mobile operators.

Among the activities, which the interdepartmental group suggests are a public accessible electronic database in the Ministry of Health, as well as in introduction of additional sanitary requirements, optimization of the projecting, constructing and the exploitation procedure of the base stations. The monitoring requirement will be regulated with a package of regulations, which is now being prepared, in order to ensure effective control mechanisms.  It is also foreseen a significant increase of the fines in case of violations from side of the mobile companies.

During the third session of the workgroup, in the presence of the representatives of Mobiltel, Globul and Vivacom an agreement was reached for signing of memorandum between the Government and the mobile operators, where they will undertake strict engagements regarding the concerns of the citizens about the impact of the electromagnetic fields upon the health.

The report from the work of the interdepartmental group will be given to the Premier Boyko Borisov on September 28th 2009. The document will be published for open discussion.  The interested Ministries and Administrations will continue their work for amending of the legal framework, and for a project for memorandum between the government and the mobile operators for joint activities to protect human health.
