The Bulgarian Government Approved Amendments and Additions to the Legislation on Road Traffic 23.12.2009

Proposed by Aleksandar Tsvetkov, the Minister of Transport, Information Technology and Communications, amendments and additions to the Legislation on Road Traffic were introduced to and approved by the Council of Ministers.

 

With the changes, a new set of effective and strict measures are introduced which will provide for a counteraction to fictitious obligatory yearly car check-ups as well as to the "black" market for driver's licenses.

 

A fee of 5 000 leva along with taking away of the permit permanently is planned for the providers of the yearly car check ups who violate the law.

 

Personal responsibility of the employees who conduct the check-ups is introduced. Having in mind the European experience in this area, an obligation is imposed upon the technical person who will conduct the check-up and who will bear the responsibility about his/her report on the operability of the car. New requirements are also introduced for the individuals applying for permits for conducting periodic check-ups.

 

It is the owner's responsibility to install in the service shops video cameras which will tape the check-up and the office of the supervisor of the service. The goal of these measures is to guarantee that the check-up is properly conducted as well as the proper follow up control of the service.

 

The additions to the Legislation as they pertain to the training process for acquiring driver's license are aimed at reducing the subjectivity in the process.  The use of technical devices allow for audio-visual records to be kept of the conducted practical and theoretical tests. These devices will be property of EA "Automobile Administration." They will allow for archiving and tracking of the records for the purposes of the follow-up control. Additionally, they will eliminate the possibility for manipulation.

 

Until now, for violating the law, the fee has been between 100 and 1000 leva. This is now changed to 5000 leva and taking away of the permit.

 

With the Legislation on Amendments and Additions to the Legislation on Traffic conditions are created for removing the service of conducting psychological tests outside the scope of duties of the administration.
