The Council of Ministers passed the project for Memorandum for Aviation Service between Bulgaria and Romania which was introduced by the Minister of Transport, Information Technology and Communications, Aleksandar Tsvetkov. This document aims to define the cooperation on airspace service between Bulgaria and Romania. Another important question that the document addresses is connected to the steps that need to be taken to create a functional airspace block (FAB). This block will be created by the airspace of the two countries as well as the airspace under the DANUBE FAB international initiative. The project for Memorandum is according to the European Community's legislation for the creation of single European sky, the initiative by which the design, management and regulation of airspace will be harmonized throughout the European Union and which requires the Members States' cooperation with each other for creating functional airspace blocks. The functional airspace blocks should allow for the optimum use of airspace by rendering count of the air traffic and its added value, including optimum use of technical and human resources based on the analysis of expense versus economic advantage. The development and progress of establishing a functional airspace block is based on the good cooperation and coordination between the main participants from the Bulgarian side with the corresponding institutions and organizations from the Romanian side. The suggested project for Memorandum systematically lays out the steps and actions that need to be taken by both sides as well as their specific responsibilities.
