A procedure for granting of concession of “Port Burgas Terminal East-2” part of a port for public transport with national importance was opened. The concession of the port terminal is under implementation of the project of the Strategy for development of the transport infrastructure in Bulgaria through the mechanisms of the concession, prepared by the Ministry of Transport, Information Technology and Communications. The granted concession is for service.
The object of the concession includes the port area of 419 468, 38 m2
The concessioner will be able to accomplish services about treatment of cargo and post, maritime technical services for the accomplishment of which is required the using of the port area and port equipment. The concomitant activities are defined under conditions and order that are in the concession contract or in the additional agreement.
The requirements for participation in the procedure are: the candidates have to demonstrate 5 years of experience in the accomplishment of port services by a port operator and/or activities, identical or similar to activities that can be accomplished with the object of the concession. As well they have to demonstrate that for the last financial year they had processed 4000 000 tones of cargo at least.
Responding to the economic and financial criteria, the participants in the procedure have to demonstrate that during the last 3 fiscal years they had made earnings to the amount of more than 750 000 000 BGN levs, and the balance value of their assets is more than 500 000 000 levs for the last fiscal year.
The bank guaranty for participation in the procedure is to the amount of 400 000 levs. The concessioner will be chosen according to the criteria for rating indicated in the announcement № 1 from Feb 24, 2011 on the Official Gazette website.
The candidates can tender their offers in the Ministry of Transport, Information Technology and Communications in time of 48 days from the date when the announcement for the concession is published on the Official Gazette website.
