Directorate General "Civil Aviation Administration" regulates the conduct of recreational flights by light aircrafts - small airplanes and helicopters, hang gliders, paragliders, parachutes, balloons and more.

With the latest amendments of the Civil Aviation Act, private organizations certified by the Civil Aviation Administration will be able to inspect the maintenance of passenger aircrafts. Certified organizations will monitor pilots and persons engaged in the training of pilots and maintenance of aircrafts. However, Civil Aviation Administration will carry out preliminary control in terms of approving the overall technical documentation for applications and will conduct periodic inspections of organizations.
New changes will make a clear distinction between amateur light aircraft and commercial operations.  That way, much of the heavy rules and procedures will be removed. On the other hand, the possibility of transferring part of the ongoing monitoring of private organizations to achieve increased effectiveness of control activities.

The new act provides relief of conducting flights of aircrafts up to 2000 kg. Mandatory condition stated in the law, all flights to be conducted in a flight plan is eliminated.
There is a change to the performance of parachute jumps. Skydiving in controlled airspace and over populated areas is already possible. Pending approval by the Civil Aviation Administration detailed rules for ensuring adequate safety and security.
