On 10 October 2012  during the XXV Congress of the Universal Postal Union held elections to the two governing bodies of the UPU - Council of Administration and Postal Operations Council. Of the 161 member states present in elections for Council of Administration and Postal Operations Council was attended by 158 countries. Bulgaria was elected member of both governing bodies. Within the areas devolved to member states by geographic group "Eastern Europe and Northern Asia," Bulgaria was elected for member of the Administrative Board, together with Poland, Romania, the Russian Federation and Ukraine.

“After eight years outside the management of the postal sector’s most prestigious international organisation, it is a great success for the country to be in the Council of Administration and Postal Operations Council”  said the Deputy Minister of Transport, Information Technology and Communications Valery Borissov, who represented our country at the forum. According to him, it is a recognition of the international prestige of our country and its postal administration.

Participation in the management bodies provides an opportunity for Bulgaria to contribute to the shaping of international policy on the development of postal services, drafting of international postal regulations and reform of the organisation in response to the dynamic processes of globalisation and liberalisation of postal services.

Bulgaria will work actively on the development of international postal services, expressing the interests of both the state, the geographical group, and the member states of the European Union.
