Bulgaria was elected for vice-president of the Council of Administration (CA) of the Universal Postal Union (UPU). Minister Ivaylo Moskovski commented this is a great honor and recognition for Bulgaria to take this important position.
The Council of Administration (CA) consists of 41 member countries and meets every year. The Council ensures the continuity of the UPU's work between Congresses, supervises its activities and studies regulatory, administrative, legislative and legal issues.
The CA has the power to approve proposals by the Postal Operations Council for the adoption of regulations or new procedures until the next Congress. The CA can also take measures it considers necessary to resolve urgent issues. It approves the UPU's biennial budget and accounts, as well as yearly updates on the UPU's strategy and budget. The Council is also responsible for promoting and coordinating all aspects of technical assistance among member countries.
On 10 October 2012 during the XXV Congress of the Universal Postal Union held elections to the two governing bodies of the UPU - Council of Administration and Postal Operations Council. Bulgaria was elected member of both governing bodies.
Chairman of The Council of Administration for each term is the host of the last Congress. Qatar is elected for the period 2013-2016. The Steering Committee of CA includes four vice-chairmen.
This week Bulgaria was also offered to be Chairman of the World Association for the Development of Philately which is also part of the structure of the UPU. |
