Citizens entitled to a voucher for digital television, who live in remote areas, are entitled to receive a decoder on the spot. In such cases, as well as via an internet order, the recipient of the free device does not pay for the delivery.

For the first stage in providing decoders for the socially disadvantaged, the commercial electronics chains that won the public contract, announced by the Ministry of Transport, Information Technology and Communications, have offered different selling mechanisms against vouchers. Apart from buying a device for receiving digital television in the commercial stores, online sale and delivery to the place where stores are not represented will be available.

The North-East region, which covers the administrative centres of the Agency for Social Assistance Varna, Dobrich, Targovishte and Shumen is serviced by the "Zora" chain. Representatives of the contractor are committed to ensure delivery once a month to the socially disadvantaged, the elderly and the people with disabilities in communities where there are no stores of the electronics chain. For this purpose, a timetable is being prepared for consultation dates for a visit with local authorities. The schedule and the exact dates are announced on the spot; mostly these are post offices, where declarations and the vouchers are submitted.

The supplier of decoders within the region "Oborishte", Sofia – the "Technopolis" chain, provides decoders for voucher not only within commercial establishments in the area, but also by selling online.

"K & K electronics", which provides needy people with decoders for a voucher in the Northwest region (Vidin, Vratsa, Lovech, Montana, Pleven) provides three options - get in stores, online sales and home delivery.

Each of the stores has a machine for reading vouchers to verify their authenticity. People who have received vouchers should keep the document’s integrity – i.e. it should not be folded, rolled, or highlighted.

With  the online sales people with a voucher should address online the contractor who has won the contract in their area.

The voucher is used for purchasing a decoder not only for digital broadcast, but also for satellite and cable TV. Information can be obtained from the sales assistants in each store.

Socially disadvantaged Bulgarians in the North Central, the Southwest and the Southeast regions will be serviced during the second phase of the provision of equipment for digital television against vouchers.
