The public procurement bids for "Design of Varna Intermodal Terminal" were opened today. The Commission to select the contractor will rank proposals according to the "most economically beneficial bid". Under the Law on Public Procurement the contracting authority has the right to conclude a contract before the expiry of 14 days from the notification of stakeholders on the decision on the contractor. Under the legal requirements the awarding of the contract cannot be completed earlier than September 25, 2014.
The project for the design of the intermodal terminal in Varna is funded under the Public Investment Program "Growth and sustainable development of the regions”. According to a decision of the Interagency Council on amending the Decree № 19 of 2014 set for public consultation, project financing, the implementation of which has no concluded agreements with contractors as at September 15, 2014, will be terminated.
This is one of the government's measures to save money from the state budget.
The participants that submitted bids for the design of the intermodal terminal are seven. Three bids were selected after considering the tenders submitted and the additional documents regarding their compliance with the selection criteria, which were set by the developer to evaluate the technical proposals. The evaluation of the admitted proposals is as follows:
• DZZD "Consortium Niras -Transproekt" - 30 points;
• Integration "IMT Varna Developers" - 30 points;
• DZZD Consortium "Energoproekt - Royal Haskoning" - 50 points.
After the announced evaluation of the technical proposals, the Commission has opened the price bids:
• DZZD "Consortium Niras -Transproekt" – 10 600 000 million lev without VAT;
• Integration "IMT Varna Developers" – 8 250 000 million lev without VAT;
• DZZD Consortium "Energoproekt - Royal Haskoning" – 8 768 800 million lev without VAT. |
