The Inspectorate is directly subordinate to the Minister and ensures the execution of its controlling functions as it provides administrative control at the Ministry and the Second level spending units to the Minister.
The Inspectorate carries out comprehensive, complex and topical checks under an annual plan approved by the Minister, as well as checks following signals, requests and proposals or cases with broad public significance. The checks are carried out following a written ruling by the Minister.
When performing its functions the Inspectorate acts upon the principles of legitimacy, loyalty, honesty, objectivity, impartiality, responsibility, political neutrality and hierarchical subordination.
The Inspectorate’s activity focuses on a comprehensive, objective and precise clarification on the issues that are undergoing checks, and suggests measures for their resolution.
The Inspectorate exercises the following functions:
- it analyses the efficiency of the activities of the Ministry and the Second level spending units to the Minister;
- it monitors the compliance with the internal rules on the work organization at the Ministry and at the Second level spending units to the Minister;
- it performs checks following signals, requests and proposals against illegal or unrighteous actions or inactions on the behalf of employees at the Ministry or Second level spending units to the Minister; it analyses the causes and conditions for the reported violations and suggests measures for their suspension and imposing of sanctions;
- it controls and performs checks under the Prevention and Disclosure of Conflict of Interest Act;
- it aids the Minister when executing tasks ensuing from the Programme on the Implementation of the National Strategy on Corruption Counteraction, as it undertakes measures for combating and disclosing corruption practices and monitors and prevents corruption at the Ministry or the Second level spending units to the Minister;
- it could suggest disciplinary proceedings in case there is a violation of professional obligations or of the State Administration Employees Code or the Prevention and Disclosure of Conflict of Interest Act or any internal ministerial acts;
- it controls compliance with the recommendations following the internal and external audit and the injunctions of the competent authorities after carrying out checks;
- it performs other activities in relation to administrative control ensuing from regulations or activities assigned by the Minister.
- it performs specific tasks and checks assigned by the Minister.
When performing their functions, the inspectors at the Ministry have the right to require documents, data, statements and other sources of information from the persons undergoing the check, which are necessary for the examination. The employees at the Ministry and the Second level spending units to the Minister shall fully cooperate with the inspectors when performing their functions.
When performing checks the inspectors at the Ministry have the right to require information form the state and local authorities, the judiciary authorities or any other institutions.
The Inspectorate Director presents an annual report to the Minister on the activities of the Unit for the corresponding year. |
