MT Negotiates with JBIC for the Financing of an Important Infrastructure Project

The Ministry of Transport negotiates with the Japan Bank for International Cooperation (JBIC) for an important infrastructure project loan, with a significant importance for our Economy - "Building of Terminals for Container Processing in port Burgas and Port Varna". The Ministers Council approved the project. The MT specialists made a technical and economical argumentation, which was send through the Japan Embassy to JBIC. The loan will be given through the Japan official help for development. With the building of the container terminals an important stage of the development of the ports Burgas and Varna will be accomplished. The Project "Building of Terminals for Container Processing in port Burgas-West and Port Varna-East" is a fundamental part of the strategy for development of the intermodal transport in the country. Without this project the constructing of the intermodal terminal in Sofia would be useless. The intermodal terminal in Ruse, part of the intermodal connection with the container and intermodal terminal in Port Varna, is in pre-projecting phase of its development. With these projects Bulgaria fulfills the European directive for ecological transport, transferring the container freights from automobile transport to railway transport and ship. The project will have a positive impact on the railway transport as well. The lack of sea-container terminals has a serious negative effect on the whole economy of the country, with a negative influence upon the import and the export, as well as to the competitiveness of the Bulgarian companies. The project for the container terminals has therefore a national significance. No ecological problems are expected, in connection with the project "Building of Terminals for Container Processing in port Burgas-West and Port Varna-East". An evaluation, regarding its impact on the environment has been already prepared for the both ports during the last several years. It is impossible to ensure a financing of the project "Building of Terminals for Container Processing in port Burgas-West and Port Varna-East" by the EU funds. The negotiations with the JBIC for the financing of the project during the year 2007 have a significant importance, in order to compensate the delay in the building of container terminals in the period 2002-2006.
