The Long-Term Contracts between the State and the Railway Infrastructure Manager Were Discussed in the Ministry of Transport

Discussion on the long-term contracting between the state and the railway infrastructure manager as part of the implementation of the MT policy for the development of the railway transport took place today in the Ministry of Transport. The law expert of NEA Transport Research and Training - Holland Adriaan Roest Krolius made a presentation on the subject. The theme concerned live questions, connected with the legal ties between the state, represented by the Minister of Transport and the Minister of Finance from one hand and the railway infrastructure manager from the other hand. Substantial elements of these contracts are the questions connected to the state budgeting of the railway infrastructure maintenance, the policies regarding the infrastructure taxes and the competitiveness of the railway transport system. According to the EC, the member countries should direct their attention toward the creation of stable railway system and first of all to set the financial relations between the state and the railway infrastructure manager for the financing of the maintenance and the modernization of the railway infrastructure on a contractive base, in the context of a system standing on activity indicators.
