The New Restrictions towards the Bulgarian Carriers Do Not Correspond to the Regulations of CEMT

10.08.2009

The Ministry of Transport, Information Technology and Communications of the Republic of Bulgaria is now preparing a protest note targeting the resolution of the problem, connected with the introduction of an prohibition for Bulgarian freight vehicles to use CEMT licences on the territory of the  Republic of Turkey more than once within 24 hours.

The Ministry expresses its definitive position, that fixing of administrative time limitations from the Turkish side towards the transportation, accomplished with CEMT licences by Bulgarian carriers is a contradiction of the procedures and the regulations, accepted by the European Conference of the Ministers of Transport.  In the Instructions and the regulations of the usage of CEMT administrative time limitations are not foreseen, only principle rules are set, regarding order and mode for the usage of these licences.

MTITC considers discriminatory the statement that all Bulgarian carriers are committing violations. The Turkish Control Bodies should asses the correctness of each particular case.

The Bulgarian side has already launched activities to solve the casus on a diplomatic and expert level. This case will be introduced also to the Secretariat of the European Conference of the Ministers of Transport.
