Minister Daniel Papazov supported the adoption of the European directive on safety of railway transport

Bulgaria supports the adoption of the EU directive on railway safety. This was stated by the Minister of Transport, Information Technology and Communications Danail Papazov today during a meeting of the Council of Ministers of Transport, Telecommunications and Energy of the EU in Luxembourg.
Minister Danail Papazov said that the Bulgarian party supports the move towards a single safety certificat of railway undertakings as well as the adopted approach the European Railway Agency and the National Safety Authority to issue the certificate. He expressed the view that it is important that the Directive lays down the rules for cooperation between national safety authorities and the European Railway Agency, and also the responsibilities of the participants in the railway sector. In his words, the clear definition of responsibilities and interaction between the participants in the rail sector will increase the level of railway safety in general.
Minister Danail Papazov said that the responsibility of the authority issuing the single safety certificate (European Railway Agency or the National Safety Authority) includes the decision to limit or withdraw the certificate if the railway company no longer meets the requirements for issuance. He added that the rights and responsibilities of the European Railway Agency and the National Safety Authority should be equal in terms of their interaction with the issuance, revocation and imposition of restrictive procedures of any discrepancies in the application of a safety certificate.
