“Shared” electronic administrative services are the next step in improving management efficiency

“Shared” services provided by a single organization to many institutions are one of the next steps towards improving management efficiency, said the Deputy Minister of Transport, information Technology and Communications Valery Borissov at the opening of the 16th Conference on e-government entitled “Transforming the administration towards good governance”.
The Deputy Minister gave an example with the service that Executive Agency “Electronic Communication Networks and Information Systems” provides to the central and regional bodies of the executive power, regional administrations and municipalities. “During the heavy snow storms last week in the Rhodopes the state communication network was the most reliable way of communication with the crisis centers in Smolyan and Kardzhali, yet it was not used. Everyone preferred to use their mobile phones”, said Valery Borissov.
In the months to come a virtual data center will be deployed, the so called hybrid e-government cloud. In that way municipalities and central administrations will not have to purchase costly equipment and programs for the provision of electronic services.
The topic on shared administrative services is related to the Single System Integrator that will provide sustainable management of projects of national importance and their interoperability.
More than 80 per cent of administrative services in Bulgaria are being provided by local authorities and thus their activeness is of prior importance for the effective and good governance, concluded Deputy Minister Valery Borissov.
During the forum the Executive Director of the National Association of Municipalities Ginka Chavdarova thanked Executive Agency Automobile Administration for the active role in the connecting municipalities and technical inspection check points and commented that this system provides the opportunity to exchange information and eliminating cases of patent tax evasions. |
