We would not allow awarding procedures at BDZ or any other state enterprise through the media, said the Deputy Minister of Transport, Information Technology and Communications Velik Zanchev addressing public statements made by private companies that participate in engine repair tender procedures.
“To have trains running on to schedule, we need flawless engines and carriages. We have to be aware that BDZ is the national carrier, it is an institution. One cannot press charges without evidence. Private companies, competing for market share, shall not try to overtake others through media pressure. These companies may be aiming at shifting the direction BDZ is going”, added Deputy Minister Zanchev.
He also mentioned that Holding BDZ EAD needs a company to provide the best possible conditions in terms of quality and speed of servicing. The Deputy Minister highlighted that companies in the whole of the European Union participate in the tender procedures. “The procedure in question has been under inspection upon minister Ivaylo Moskovski’s request in due time. In case of any violations, it is to be immediately terminated and the responsible persons shall be penalized. That is a dispute between three private companies. They have the possibility to participate in all procedures at BDZ”.
“The point is who will have the more competitive advantage offering better price and quality. There is a set procedure to arrange all disputes. We would like to have a tender with as many companies competing as possible”, commented Mr. Zanchev.
In his opinion, the main reason for the attacks is the fact that BDZ’ management succeeded in preventing the enterprise from going bankrupt. The debts incurred before 2009 are to be paid off, a tender procedure for new rolling stock is under preparation, and there are ongoing procedures for repairs.
