The Minister of Transport and Communications Georgi Gvozdeykov defined the situation as unacceptable and ordered a full inspection of the helicopter and the operator, who performed flights this morning over the Garden beach. From the alerts and video footage received, it is apparent that the helicopter is flying extremely low over the ground, while at the same time it is showing people outside the cockpit of the helicopter throwing objects on the beach. According to eyewitnesses, the flight took place this morning around 5.20 am.
As required, the aircraft must fly at a minimum of 1,000 feet or 300 metres above the ground or buildings, which in this case was clearly not met. Another violation relates to the fact that it is prohibited to throw objects from the aircraft.
The initial check of the Directorate General ‘Civil Aviation Administration’ shows that the pilot is Veselin Stoyanov, and there is no clearance issued for this particular flight. Later that day the pilot informed about a flight from Primorsko to Balchik, but gave no information about the early flight.
A thorough inspection is to be carried out and, if violations are found, the revocation of the pilot's and operator's licence will be considered.
