Minister of Transport, Information Technology and Communications Hristo Alexiev inspected the new electronic system to control the theoretical exams of applicants for drivers. He visited the regional department of "Road Transport Administration" in Sofia, where today were held the first exams in specially equipped halls. The results indicated that 64 out of 84 applicants have passed successfully.
Minister Hristo Alexiev ordered to accelerate the installation of the new system in all regional departments of "Road Transport Administration". Currently across the country are equipped halls in 10 out of 27 regional departments. The Minister said that he will personally monitor the process of equipping of designated premises and the training of responsible officials. He pointed out that in order to prevent manipulation and eventual failures of the system, it is necessary to run through all possible options and take preventive measures. According to him, the organization of the exam process should minimize the subjective factor that would limit external intervention.
Minister Alexiev met with the officials responsible for the exams, and was briefed on the nature of their work and the problems encountered.
The main objective of the new control measures is the cessation of illegal practices during theoretical exams. To achieve this, the examined persons are prohibited to bring and use electronic devices in the exam halls.
Before and during the exam candidates are checked with scanners and special equipment for the possession of devices enabling hinting and writing out. All workplaces are isolated, so there is no possibility of communication between candidates. Tablets are fixed and can not be moved. Before the exam is taken a picture of the candidate, his/her ID card is scanned and the workplace of the candidate is automatically determined. During the exam the system performs automatic facial recognition to candidates so as to prevent them from exchanging their workplaces.
A Center for video surveillance was also established, where the exams are recorded and monitored in real time. The system is so designed as to signal in the Center when registering irregularity, thus leaving a trail of that. This also allows for further control over the employees of the agency.
