Minister of Transport, Information Technology and Communications Rossen Jeliazkov ordered an audit in the Directorate General “Civil Aviation Administration” (DG CAA).
The auditors will verify the implementation of the control and regulatory functions of the Directorate General related to ensuring civil aviation safety. The inspection’s subject includes also a research of the capacity for the implementation of the control and administrative penal activity, the certification and supervision functions, as well as the management of the working processes in the administration.
Minister Jeliazkov ordered DG CAA to carry out a complete analysis of the regulatory framework regulating the civil aviation safety, including the regulation of the so-called light aviation. The analysis’ results will provide the necessary data for making changes that would affect the National Civil Aviation Safety Plan, approved in November 2018. An inspection of all airfields on the territory of the country is also ordered.
An Interaction Agreement between the European Aviation Safety Agency, Directorate General “Civil Aviation Administration” and all national control bodies of the Member States is going to be signed. It will ensure the establishment and maintenance of a high-level civil aviation safety in the European Union.
The Minister requested a meeting with the Director of the European Aviation Safety Agency in order to be identified additional measures for the civil aviation safety improvement.
A National Accident Investigation Board in air, water and rail transport is to be established by proposals for amendments to the Civil Aviation Act.
After the completion of the inspections, the Minister will present the results to the Council of Ministers and will propose concreate measures in the sector.
