Minister of Transport, Information technology and Communications Rossen Jeliazkov proposed to the Council of Ministers to terminate the concession procedure of Plovdiv Airport. The motives for the decision are that the procedure should be carried out in compliance with the new Concessions Act, which introduces the provisions of Directive 2014/23/EU of the European Parliament and of the Council of 26 February 2014 on the award of concession contracts. The current procedure to award a concession of Plovdiv Airport was launched and carried out in compliance with the rescinded Concessions Act. The Ministry indicates as one of the main arguments the fact that the conclusion of the concession contract for a term of 35 years under the application of the rules of a rescinded act, instead under the new EU regulation in the field of concessions, does not guarantee a sustainability and durability of the concession.
The applicant who ranked first, the Consortium between the "Hainan" and "Plovdiv Airport Invest", has officially informed the Ministry that it gives up the conclusion of a concession contract. For information, the comparison of the ranking of applicants, who ranked first and second, is as follows:
1. Amount of investment:
1.1. Applicant who ranked first - Consortium between the "Hainan" and "Plovdiv Airport Invest", for the term of the concession – investment at the amount of 79 083 000 Euro (seventy-nine million, eighty-three thousand), VAT excluded.
1.2. Applicant who ranked second – Consortium Plovdiv Airport, for the term of the concession – investment at the amount of 65 513 475 Euro (sixty-five million five hundred and thirteen thousand four hundred and seventy-five), VAT excluded.
2. Amount of the concession payment:
2.1. Applicant who ranked first - Consortium between the "Hainan" and "Plovdiv Airport Invest":
2.1.1. fixed amount of the annual concession payment of 600 000 (six hundred thousand) BGN, VAT excluded, rectified with inflation index applicable for the respective period, under the concession contract;
2.1.2. unfixed amount of 6% of the overall amount of the net income generated from all activities in the current year, related to the use of the concession object the and VAT due on the amount
2.2. Applicant who ranked second – Consortium Plovdiv Airport:
2.2.1. fixed amount of the annual concession payment of 120 000 (one hundred and twenty thousand) BGN, VAT excluded, rectified with inflation index applicable for the respective period, under the concession contract;
2.2.2. unfixed amount of 6% of the overall amount of the net income generated from all activities in the current year, related to the use of the concession object the and VAT due on the amount
In order to award a new concession, new concession analysis will be elaborated, as the concession documentation will observe the new Concessions Act and the secondary legal acts for its application.
