Within two months, the changes to the Ordinance and the elaboration of a methodology for the distribution of subsidies and compensation for bus carriers will be ready. This became clear after today's meeting of the Minister of Transport Information Technologies and Communications Rosen Zhelyazkov, the Minister of Finance Vladislav Goranov and the bus carriers. Changes are also envisaged in the Road Transport Act, which are expected to be introduced by June.
With prepared legislative changes, we will seek a fairer distribution of subsidies and compensation so as to achieve maximum financial efficiency, said Minister Rosen Zhelyazkov. He added that it is of the utmost importance to specify the technical requirements for the vehicles with which these services are carried out. The minister announced that earlier this day he had also met with representatives of the National Association of Municipalities, on which these topics were discussed.
Concerning unregulated shipments, all competent institutions are involved and specific control and sanction mechanisms will be set up to tackle this illegal activity, the two ministers said.
Minister Vladislav Goranov assured the representatives of the carriers that amendments to the Law on Value Added Tax will be introduced within days.
The participants in the meeting agreed to set up a working group with the participation of all stakeholders. It should specify the mechanism for controlling shipments, consider the assignment of the service, and optimize the transport schemes.
