The Directive establishes a framework in support of the coordinated and coherent deployment and use of Intelligent Transport Systems (ITS) within the Union, in particular across the borders between the Member States, and sets out the general conditions necessary for that purpose. Intelligent transport systems are systems that apply information and communication technology in the field of road transport, including infrastructure, vehicles and users, and in traffic management and mobility management, as well as for interfaces with other modes of transport.
The ITS Directive regulates four priority areas for the development and use of specifications and standards, as follows:
I. Optimal use of road, traffic and travel data,
II. Continuity of traffic and freight management ITS services,
III. ITS road safety and security applications,
IV. Linking the vehicle with the transport infrastructure.
Within the priority areas the following shall constitute priority actions for the development and use of specifications and standards:
(a) the provision of EU-wide multimodal travel information services;
(b) the provision of EU-wide real-time traffic information services;
(c) data and procedures for the provision, where possible, of road safety related minimum universal traffic information free of charge to users;
(d) the harmonised provision for an interoperable EU-wide eCall;
(e) the provision of information services for safe and secure parking places for trucks and commercial vehicles;
(f) the provision of reservation services for safe and secure parking places for trucks and commercial vehicles.
The following specifications under the priority actions have been approved have been approved, as follows:
Commission Delegated Regulation (EU) No 305/2013 supplementing Directive 2010/40/EU of the European Parliament and of the Council with regard to the harmonised provision for an interoperable EU-wide eCall.

Commission Delegated Regulation (EU) 2015/962 supplementing Directive 2010/40/EU of the European Parliament and of the Council with regard to the provision of EU-wide real-time traffic information service.
Commission Delegated Regulation (EU) 2017/1926 supplementing Directive 2010/40/EU of the European Parliament and of the Council with regard to the provision of EU-wide multimodal travel information services.
- Under Priority Action f), the EC consulted several Member States and key stakeholders and concluded that no specifications and standards were needed to reserve parking places.
This Regulation establishes the specifications necessary to ensure compatibility, interoperability and continuity for the deployment and operational use of information services for safe and secure parking places for trucks and commercial vehicles on a Union level in accordance with Directive 2010/40/EU. It shall apply to the provision of information services situated on the trans-European road network. Under Art. 5 data on safe and secure parking are be accessible through a national or international access point.
This Regulation establishes the specifications necessary to ensure compatibility, interoperability and continuity for the deployment and operational use of data and procedures for the provision, where possible, of road safety-related minimum universal traffic information free of charge to users on a Union level. It shall apply to the provision of road safety-related minimum universal traffic information services on the trans-European road network. Under Art. 7 Member States manage a national access point to the data referred to road traffic safety.
This Regulation establishes the specifications necessary in order to ensure the accessibility, exchange, re-use and update of road and traffic data by road authorities, road operators and service providers for the provision of EU-wide real-time traffic information services. It is applicable to the comprehensive trans-European road network, as well as motorways not included in this network, and priority zones identified by national authorities where they consider this to be relevant. Under Art. 3 each Member State sets up a national access point for users to the road and traffic in real time.
This Regulation establishes the necessary specifications in order to ensure that EU-wide multimodal travel information services are accurate and available across borders to ITS users. It is applicable to the entire transport network of the Union. Under Art. 3 aach Member State shall set up a national access point of access for users to at least the static travel and traffic data.
